Refund of Unutilized Immigration Fees to Institutions and Students
EMGS is requesting eligible institutions and students to make a refund application for unutilized Immigration fees paid to EMGS. All refund request for the unutilized Immigration Fees must be received by EMGS before 30st June 2023.

Kindly select the type as “Application Related” and the reason as “Visa fee un-utilized amount”. You will be required enter EMGS application number to initiate the refund process.

Kindly download the refund request form and fill in your particulars accordingly. Once completed, kindly send an email to refund@educationmalaysia.gov.my with the completed refund request form and the proof of payment.

Once the refund form is submitted online in the STARS Systems, EMGS will validate the refund request and the institution will be updated on the outcome.

Frequently asked questions
Refund of unutilized Immigration Fees
The term ‘Immigration fee’ refers to the fee paid by institutions and students for the issuance of the following items by EMGS:
• Student Pass fee
• Dependant Pass fee
• Multiple Entry Visa fee
• Single Entry Visa fee
• Journey Performed fee
• Special Pass fee
These fees may not have been utilized because the student/dependant pass, or special pass was not issued to the applicant or rejected by the Immigration Department of Malaysia. Therefore, the institution or student may request a refund from EMGS for the Immigration Fee that are not utilized, and the amount will be refunded based on EMGS policy.
All educational institutions and students who have paid EMGS may request for a refund if the student/dependant pass, or special pass was not issued to the applicant or rejected by the Immigration Department of Malaysia.
3. I would like to submit my claim however I do not have a Malaysian bank account number. Will EMGS transfer the funds to my overseas bank account?
Yes, you are required to provide the complete details of your foreign bank account as listed in the refund form for issuance of a refund.
4. What are the charges for EMGS to transfer the claims to my overseas account?
The bank may deduct a fee from the proceeds of any telegraphic transfer and the processing charges vary between banks/countries. The transmitted funds will be reduced if bank charges are to be deducted.
5. Are there any other methods of payment to receive my claims?
No. Please note that the unutlized amount will be credited into your account directly through the Electronic Fund Transfer (EFT) method.
