  INTRODUCTION OF NEW MOBILITY PROGRAMMES (INBOUND) 

1. PURPOSE

1.1 The purpose of this bulletin is to provide information on the circular dated 19th October 2022 (Ref: JPT(BEM)1000/016/046 JLD.31(75)) issued by the Ministry of Higher Education Malaysia on “Garis Panduan Perlaksanaan Program Mobility (Inbound) Di Institusi Pendidikan Tinggi Malaysia” and to provide guidelines on the submission of mobility applications through the EMGS STARS System. 

 

1.2. The purpose of this bulletin is to inform all Education Institutions that the Malaysian Immigration Department will stop accepting the eVAL extension request from 31st December 2022. 

 

2. CATEGORY 

The new mobility programs are categorised as below: 

 

2.1.  Course duration between 3 – 6 months

i. Edutourism – For international students registered with Overseas Education Institutions and are required to obtain a student pass similar to the Student Pass Application Form (IM14) for Mobility Applications.

 

2.2. Course duration less than 3 months

 i. Mobility – International Students: For international students registered with Overseas Education Institutions (under the purview of MOHE).

 

 ii. Edutourism – International Student: For international students registered with Overseas Education Institutions (under the purview of Bahagian Education Malaysia (BEM)).

 

   iii. Edutourism – With Valid Student Pass: International students with a valid Student Pass in Malaysia.

 

                       iv. Edutourism – Tourist: International Tourist.

 

3. ELIGIBILITY

3.1  Institutes of Higher Education (IHE):

i. Public Universities; and

ii. Private Higher Education Institutions with University status, including Foreign Branch Campuses, University Colleges and Colleges with valid a certificate of registration, valid approval to conduct courses of study and valid approval for recruiting international students by the Ministry of Home Affairs (MOHA). These Education Institutions must also have achieved 4 to 6 stars for SETARA (Universities, Including Overseas Branch and University College) and MyQuest (Colleges) quality ratings.

3.2. Students or Participants:

 

i. International students registered with Overseas Education Institutions.

ii. International students with a valid Student Pass in Malaysia.

iii. International Tourist.

3.3. Documentation:

i. Must provide a valid Offer Letter from the hosting IHE.

ii. For Mobility programs, students must have a Confirmation Letter from an existing University overseas to show the student is an active student.

iii. Must have valid travel insurance that covers the program duration. The Travel Insurance Cover Letter must be provided to prove the coverage. This is only applicable for students/participants who are not required to apply for a student pass.

 

iv. Must provide Return Flight Tickets for students/participants. This is only applicable for students/participants who are not required to apply for a student pass. 

 

  v. Must provide the Passport Data Page of the Passport that is being used to travel into Malaysia.

 

3.4. Type of Pass:

The pass facility for Mobility and Edutourism programmes are subject to the Malaysian Immigration Department’s rules and regulations as follows:

 

i. For course durations between 3 – 6 months, Student Pass will be issued by the Immigration department.

ii.  For course durations less than 3 months, students will pursue the course based on the duration of the Social Visit Pass  (SVP) issued. E.g.: Students/participants from Afghanistan can study Edutourism courses in Malaysia with a duration  of less than 30 days as these students/participants will receive 30 days SVP upon entry into Malaysia.

 

 

4. IMPLEMENTATION

4.1 Institutes

A. Registration of Course

i. Mobility – Course registration can be made through EMGS by submitting the Mobility Program Template for Institutes template to EMGS. The template can be submitted through email to enquiry@emgs.com.my as per the current process of course registration for IM14 Mobility Applications. The template can be downloaded from STARS under Downloadable Forms.

 

 

 

 

 

 

  ii. Edutourism – Course registration for Edutourism programmes needs to be submitted to Bahagian Education Malaysia (BEM). BEM will forward the approved list of courses to EMGS to be registered in STARS

 

 

         B. Mobility /Edutourism Application Form 

 

            i. An additional form will be enabled in STARS for the institutions to apply for Mobility/Edutourism courses less than 3 months

 

       

 

 

           ii. Mobility courses with a duration 3- 6 months will use the existing Student Pass Application Form (IM14) for Mobility form.

Sarah Azreen Abdul Samat

Sarah has over 22 years of experience in corporate finance transactions involving equity issuance, mergers and acquisitions, fundraising, corporate restructuring, and corporate valuation, amongst others. She began her career in investment banking with Malaysian International Merchant Bankers Berhad in 2001 after obtaining her professional qualifications from PricewaterhouseCoopers.

Later in her career, she joined other investment banking institutions in Malaysia such as AmInvestment Bank Berhad, Maybank Investment Bank Berhad and RHB Investment Bank Berhad.

Presently, Sarah sits as Non-Independent Non-Executive Director of Reneuco Berhad and Independent Director of Pharmaniaga Berhad. She is currently the Executive Director of 3p Capital Advisers Sdn. Bhd., a company licensed with the Securities Commission Malaysia to provide advisory services to the capital market players.

Tuan Haji Ismail Bin Mohamed

Tuan Haji Ismail Mohamed sits on the Board of Director for Education Malaysia Global Services (EMGS). He obtains his Bachelor Degree in Business Administration from Universiti Kebangsaan Malaysia (UKM).

Prior to sitting on the EMGS Board, he was also appointed to be the Board of Director to KEJORA from 2013 to 2018, and several companies such as Permodalan Darul Takzim Sdn Bhd, Perbadanan Usahawan Johor Sdn Bhd, PIJ Holding and Ranhil SAJ Sdn Bhd. Tuan Haji Ismail Mohamed also co-founded Pertama.

He started his career by setting up a company and being the founder of JYBB Enterprise. His career came to prominence when he became the co-founder and the Chief Executive Officer of Pertama Polyerethane Technology (M) Sdn Bhd and subsequently became the Special Officer to the Minister of Education in 2013.

Ismail Mohamed is acknowledged for his expertise in Agriculture and Agro-based industry, landing him being appointed as the Chairman of the Agriculture and Agro-based Industry Committee of the Johor State, the Chairman of Agro KEJORA and the Chairman of the Johor State Agriculture, Agro-based industry, Entrepreneurial Development and Cooperatives Committee.
