VACCINATED TRAVEL LANE (VTL) PROGRAMME ENTRANCE PROCEDURES BY AIR AND LAND FOR VISITORS TRAVELLING FROM SINGAPORE

 

1. PURPOSE

1.1  The purpose of this bulletin is to provide information on the Vaccinated Travel Lane (VTL) programme between Malaysia and Singapore which is an initiative by both countries to increase bilateral and economic relations
 

1.2  This initiative also integrates health protocols, security and the immigration approval process between both countries.

 

1.3  Malaysia and Singapore agreed with the implementation of a Vaccination Travel Lane (VTL) programme based on the meeting chaired by the Prime Minister of Malaysia on 5th November 2021 (“Mesyuarat Jawatankuasa Khas Pengurusan Pandemik Bil. 61/2021”). This implementation is subject to the prevalent entry requirements determined by the Ministry of Health Malaysia (MOH) and Immigration Department of Malaysia.

 

1.3  The main purpose of this VTL programme is to enable travellers to cross the border of both countries without the need to quarantine upon entry.

 

2. IMPLEMENTATION   

2.1  Beginning 29th November 2021, travellers arriving from Singapore may opt to apply for the VTL programme to enter Malaysia.
 

2.2  The VTL programme is available for categories of travellers mentioned below:

  • Malaysia/Singaporean Citizens

  • Malaysian Permanent Residents

  • Long Term Pass Holders with a valid pass (inclusive of Student Pass)

 

2.3 There are two means of travel allowed for eligible individuals participating in the VTL programme. The means of travel are:
 

2.3.1 VTL by Land – Travellers will only be able to travel to Malaysia by bus via:

  • Queen Street Terminal to Larkin Central Bus Terminal (via Immigration and Checkpoint Authority (ICA) Woodlands and The Sultan Iskandar Building)

 

2.3.2  VTL by Air – Travellers will only be able to travel to Malaysia by aeroplane via:

  • Changi Airport to either Kuala Lumpur International Airport (KLIA) or Kuala Lumpur International Airport II (KLIA II)

 

2.4 Travellers who wish to participate in this programme must fulfil all the requirements stated below:

 

2.4.1 Complete two doses of vaccination that has been approved by the World Health Organization (WHO) and the Ministry of Health Malaysia. This requirement is not applicable for children aged two years and below.

 

2.4.2 Individuals opting to travel by air must undergo a COVID-19 PCR Test which shows a negative result (accredited by the Ministry of Health Malaysia/Singapore) two days prior to departure. This requirement is also not applicable for children aged two years and below.

 

2.4.3 Individuals opting to travel by land must undergo either a COVID-19 PCR Test or COVID-19 ART Test which shows a negative result (accredited by the Ministry of Health Malaysia/Singapore) two days prior to departure. This requirement is also not applicable for children aged two years and below.

 

2.4.4 Download the Mysejahtera application via a smartphone prior to their departure.

 

2.4.5 Register through Mysafetravel Portal (mysafetravel.gov.my). Registration is recommended to be done at least seven days before the travel date. Travellers are required to:

  • Update their personal information

  • Upload their vaccination certificates

  • Upload either the result of the COVID-19 PCR/ART test results

 

2.4.6 Individuals must have been in Singapore for at least 14 days consecutively prior to their departure.

 

2.5 Travellers must present the following documents at the point of entry into Malaysia:

 

2.5.1 Passport with a validity of more than 6 months.

 

2.5.1 Evidence that the traveller has been in Singapore for at least 14 days prior to their departure (Foreigners transiting in Singapore must show the Singapore Electronic Visit Pass (e-pass) that was issued to them upon arrival in Singapore).

 

2.5.3 Malaysian long term pass holders (including student pass) must ensure that the pass is still valid upon entering Malaysia.

 

2.5.4 The COVID-19 PCR or ART test results which have been certified from an agency that is accredited by either the Ministry of Health Malaysia or Singapore (the test results can in a physical or digital format)

 

2.5.5 Travellers that are arriving by air must show their boarding pass which indicates that the traveller has travelled from Singapore.

 

2.6 Travellers will be required to undergo a COVID 19 screening test upon arrival in Malaysia. The test include:

  • By Land – COVID-19 ART test at the Bus Terminal (payment will be borne by the traveller)

  • By Air – COVID-19 screening test determined by the Ministry of Health Malaysia.

 

2.7 Failure in fulfilling the requirements stated above may lead to the traveller being denied entry into Malaysia.
