Education Malaysia Global Services (EMGS) is a Company Limited by Guarantee (“CLBG”) under the purview of the Ministry of Higher Education Malaysia (MoHE).
EMGS is the wing responsible for promoting Malaysia as the international education hub of choice and to position Malaysia as the preferred education destination among international students. It is also the principal body that manages the movement of international students in Malaysia, including facilitating visa processing.

EMGS operates a centralized location in Kuala Lumpur City Centre (KLCC) and Kuching, Sarawak, providing comprehensive services to international students pursuing higher education in Malaysia. This One-Stop Centre supports students enrolled in public and private universities, language schools, and training centers.
In addition to offering essential services, EMGS actively promotes Malaysian education institutions and programs globally. They organize educational tours, participate in international exhibitions and conferences, and engage in marketing and promotional activities to attract international students.
Our Board of Directors consists of individuals with varied professional backgrounds and expertise. They are responsible and accountable for the overall governance and performance of EMGS.

Novie Tajuddin is the CEO for Education Malaysia Global Services (EMGS), an agency under the purview of the Ministry of Higher Education Malaysia (MoHE), which is responsible for internationalisation and promotion of Malaysia education to international students.
Novie was previously the CEO of The Malaysian Institute of Certified Public Accountants (MICPA) and prior to that, he served as the Director, Strategy and Engagement of Yayasan Peneraju, an agency under the Prime Minister’s Office. He was also a member of MARA Education Committee (2020 – 2022) and has been appointed as the Ambassador of the Faculty of Accountancy, at UiTM since 2023.
Novie holds a Bachelor in Accounting and Finance (Hons) from De Montfort University, Leicester, UK and a Diploma in Accountancy from UiTM. He is a member of Malaysian Institute of Accountants (MIA) and Fellow member of Chartered Institute of Management Accountants (CIMA).
HIGHER EDUCATION INTERNATIONALIZATION EFFORTS
Novie Tajuddin has been at the forefront of driving Malaysia's higher education internationalization. Novie has championed efforts to position Malaysia as a preferred global education hub. Representing the nation in transnational education (TNE) initiatives, Novie has engaged with international stakeholders at major events, including the Asia-Pacific Association for International Education (APAIE), as an invited key speaker. In addition to advocacy, Novie has played a strategic role in initiatives to attract international students, collaborating with the ministries of foreign countries to establish co-funding mechanisms and scholarship opportunities. Under Novie’s guidance, EMGS is committed to making Malaysia a top global education hub and an increasingly attractive destination for higher education.
Professor Dr. Zainal Amin Ayub sits on the Board of Director for Education Malaysia Global Services (EMGS).
Prof. Dr. Zainal Amin Ayub serves as the Deputy Director General of Higher Education at the Department of Higher Education, Ministry of Higher Education Malaysia, bringing decades of experience and a passion for academic excellence. He is also a distinguished Professor of Law at the School of Law, Universiti Utara Malaysia (UUM).
Prof. Dr. Zainal holds a Bachelor of Laws (LLB (Hons)) from the International Islamic University Malaysia (IIUM), a Master of Laws (LLM (Hons)) from Universiti Kebangsaan Malaysia (UKM), and a Doctor of Philosophy (PhD) from the University of Leeds, United Kingdom. His career began with a notable tenure as Federal Counsel and Deputy Public Prosecutor at the Attorney-General’s Chambers (AGC) in 1997 before transitioning to academia at Universiti Utara Malaysia in 2000.
Prof. Dr. Zainal is widely recognized for his expertise in Criminal Justice Systems, Criminal Law, Human Rights, IT Laws, and Employment Law. His contributions extend beyond academia as a Board Member of Education Malaysia Global Services and a member of the Board of Governors of Universiti Sains Malaysia. With his visionary leadership, he continues to champion advancements in higher education and the legal field.
