Frequently Asked Questions (FAQ) for International Students

1. Can international students return to Malaysia?
All international students are allowed to enter Malaysia except for students from restricted countries. The lists of restricted countries are subject to the latest circular by the Government of Malaysia. 

2. What are the procedures for returning international students to Malaysia?
All existing students that intend to return to Malaysia must submit their Travel Authorization application through the EMGS website. Once it is approved, the Travel Authorization will be made available for download through EMGS Website. The Travel Authorization can be downloaded from the following link below:

Students are required to:

  • Complete the online payment for the quarantine and the COVID-19 Screening Test through MySafeTravel (www.safetravel.myeg.com.my) / MyQr application by MyEG (www.myeg.gov.my) and provide the payment slip at the international entry point upon arrival.
  • Undergo the RT-PCR COVID-19 Test three (3) days before travelling to Malaysia. The RT-PCR COVID-19 test result must be translated into ENGLISH so that the respective authorities in Malaysia can inspect it.
  • Download the MySejahtera app from the iOS App Store, Google Play Store, or Huawei AppGallery to complete all the required information three (3) days prior to the arrival date.
  • Use the MySejahtera application to scan the QR code upon arrival at the international entry point.
  • Comply with the mandatory quarantine for fourteen (14) days or any period stipulated by the Ministry of Health Malaysia (MOH) upon arrival to Malaysia at a quarantine station designated by the Malaysian Government. The 14-day duration will be extended to 21 days (7-day extension), depending on the risk assessment on the 14th day of quarantine. The quarantine period extension will be done at the same quarantine station.
  • The second COVID-19 RT-PCR screening will be carried out at the international entry point (KLIA & KLIA2), and the third screening will be done on the 10th day of quarantine. The 4th test will be done on the 18th day, if necessary.
  • Monitor their own health status using the MySejahtera application during the quarantine period. If symptoms occur, these individuals must inform the medical team on duty for further examination and treatment.
  • Remain in a quarantine station and not leave the room.
  • Comply with SOPs, laws, and regulations related to the management of COVID-19, which have been prescribed by the Malaysian Government at all times.
  • Upon completion of the quarantine period, all students will be required to undergo a COVID-19 RT-PCR test.
  • Students will be released from the quarantine station if the COVID-19 screening test is negative.


3.  I plan to return to Malaysia, but how much will the quarantine cost be?
Kindly note that all fees imposed by the Government of Malaysia, including the COVID-19 detection test, quarantine cost, and hospital admittance fee (if required), must be borne by the students:

4. The quarantine cost that I need to pay upon arriving in Malaysia is expensive. Is there a fee reduction for it?
The quarantine cost is fixed.

5. Why must I undergo quarantine even if I am tested Negative for COVID-19?
The quarantine procedures are set by the Malaysian Government. Students are required to comply with the mandatory quarantine period upon arrival to Malaysia.

6. I come from a country restricted from entering Malaysia, but I really want to come back. What do I do?
As imposed by the Government of Malaysia, students from the banned countries are not allowed to enter Malaysia.
We will provide further updates on the list of banned countries upon receiving new updates from the Malaysian Government.

7. Can international students get the vaccine if they’re in Malaysia?
Please refer with your respective institution for further advice on vaccination to the international student.

8. The numbers of COVID-19 cases in Malaysia are very high. Should I return to my home country because I don’t feel safe?
We hold no objection upon the intention of returning to the home country by the student. Please be informed the procedure of traveling is strictly to be complied with. The decision to return should be made after consultation with the respective institution.

9. Why is the Standard Operating Procedures (SOP) keep on changing?
The SOP is based on the latest pandemic situation in Malaysia and the world.

10. Can I bring my dependents to Malaysia?
At the moment, all holders of dependant pass are still not allowed to enter Malaysia.

11. I’ve received my eVAL but prohibited from entering Malaysia. What do I do?
If you are referring to students who are not allowed to enter Malaysia due to a temporary travel ban imposed by the Malaysian Government, please refer to the answer to Question 6.

12. When will the restrictions get uplifted?
We will provide further updates on the list of banned countries and latest SOP upon receiving new updates from the Malaysian Government.

13. If an international student is positive with COVID-19, what should he/she do?
Students who are in Malaysia and have been tested positive for COVID-19 are required to notify their institutions and update their status in the MySejahtera app.

14. How do I apply for a scholarship to study in Malaysia?
Many universities in Malaysia provide scholarships for international students to reward achievements and offer support to those who merit them. You can contact the universities of your choice directly to enquire about the eligibility and application timeline. The availability of each fund is at the discretion of the respective provider.

15. Can I do a part-time job while studying?
All international students studying at public or private higher education institutions are allowed to work part-time for a maximum of 20 hours per week ONLY during semester breaks or holidays of more than 7 days at restaurants, petrol kiosks, mini markets, and hotels as long as they are holding a valid student pass. Please note that prior approval from the Department of Immigration is required.

International students are NOT permitted to work as cashiers. In addition, international students are NOT allowed to work as singers, masseurs, musicians, or Guest Relation Officers in the hotel sector. International students are not allowed to engage in any job or activity deemed to be immoral.

Applications to work part-time must be made through the educational institution at which the international students are enrolled. The international student needs to be present with the representative of the education institution at the Immigration Department of Malaysia when applying for part-time work.

16. Can I change my course, and will it affect my VAL?
Yes, international students can change their course after receiving the eVAL; however, the procedures differ as per the below scenarios:

Scenario 1: The student received the eVAL but did not enter Malaysia.
If a student decides to change the course after receiving the eVAL but did not enter Malaysia, his/her institution is required to apply for eVAL cancellation application. Once the eVAL cancellation application is approved by the Immigration Department of Malaysia, the student/institution can proceed to reapply for a new application with the new course. 

Scenario 2: The student entered Malaysia using eVAL but did not obtain the student pass.
If a student decides to change the course after entering Malaysia using eVAL but did not obtain the student pass, he/she must exit Malaysia, and his/her institution is required to apply for eVAL cancellation application. Once the eVAL cancellation application is approved by the Immigration Department of Malaysia, the student/institution can proceed to reapply for a new application with the new course. 

Scenario 3:  Student entered Malaysia using eVAL and obtained the student pass.
If a student decides to change the course after obtaining a student pass, his/her institution is required to apply for a Shortening of Student Pass Application (STSP) to cancel the student pass. Once the pass is shortened, the institute can apply for a Variation application with the new course within the first year of study.
