ACCEPTING EVIDENCE-BASED AND PROVISIONAL RESULTS FOR INTERNATIONAL STUDENTS ENROLMENT

Education Malaysia Global Services (EMGS) is supportive of the Advisory Note issued by the Malaysian Qualifications Agency (MQA) on the 29th of May 2020 with regards to the Guidelines in Managing the Higher Education Program during and post Movement Control Order (MCO). EMGS optimist that all actions and consequences had been carefully considered to safeguard the welfare of all Higher Education Institutes (HEIs) as a whole.

The spread of COVID-19 is leading to cancellation and postponement of international exams such as the Cambridge IGCSE and International Baccalaureate examinations. Various national level examinations, like Indonesia’s Ujian Nasional, have progressively postponed the date until at least 2021. In view of the issue, the Malaysian Qualification Agency (MQA) has outlined guidelines for the Higher Education Institutions (HEIs) that students’ grades and certificates issued by the relevant state authority or certification body using forecast results can be accepted by the institutions for international student enrolment.

English proficiency is one of the important entry requirements for Malaysia’s higher education institutions. In response to the cancellation of the International English Proficiency Test, all HEIs are encouraged to accept students with the certification like Test of English as a Foreign Language Internet-Based Test (TOEFL iBT) and International English Language Testing System (IELTS) as the options for online tests are now available for all students.

To enable international students to start their study in their home country, EMGS has started processing online applications and issuing EMGS Approval Letter for online learning since May. The Chief Executive Officer of EMGS, Mr. Mohd Radzlan Jalaludin said, “International students’ well-being and their progression in future have been at the forefront of our thinking. EMGS has been taking proactive measures to support the Ministry of Higher Education (MOHE) and promoting online learning.”

It is critical for EMGS to ensure that the options provided are based on compassion and best effort for the international students, educators and the industry for the difficult circumstances they are experiencing. Therefore, EMGS foresee that the proactive initiative taken to encourage international student enrolment will have a positive impact and will help the educational institutions in re-strategising with the new norms. EMGS believes that attention must also be given to the international students returning to Malaysia to continue with their studies. With the right strategy and adhering to the stringent SOPs, this is a step forward for all HEIs to rebound.

PENERIMAAN KEPUTUSAN RAMALAN BERKENAAN PENDAFTARAN PELAJAR ANTARABANGSA

Education Malaysia Global Services (EMGS) menyokong penuh Advisory Note yang dikeluarkan oleh Agensi Kelayakan Malaysia (MQA) pada 29 Mei 2020 berkenaan dengan Panduan Pengendalian Program Pendidikan Tinggi Semasa Dan Pasca Perintah Kawalan Pergerakan (PKP). EMGS yakin panduan tersebut telah mengambil kira pelbagai faktor dengan teliti demi menjaga kesejahteraan semua Institusi Pengajian Tinggi (IPT) secara keseluruhan.

Penyebaran wabak COVID-19 telah menyumbang kepada pembatalan dan penangguhan peperiksaan antarabangsa seperti Cambridge IGCSE dan International Baccalaureate. Pelbagai peperiksaan peringkat kebangsaan, seperti Ujian Nasional Indonesia, telah membuat penangguhan secara berkala sehingga tahun 2021. Oleh yang demikian, Agensi Kelayakan Malaysia (MQA) telah mengeluarkan satu garis panduan kepada semua Institusi Pengajian Tinggi (IPT) bahawa semua sijil dan keputusan ramalan pelajar yang telah dikeluarkan oleh pihak berkuasa negeri atau badan perakuan boleh diterima oleh institusi-institusi untuk tujuan pendaftaran pelajar antarabangsa.

Selain itu, penguasaan Bahasa Inggeris merupakan salah satu syarat yang wajib untuk kemasukan ke institusi-institusi pengajian tinggi di Malaysia. Berikutan pembatalan Ujian Kemahiran Bahasa Inggeris Antarabangsa, semua IPT digalakkan untuk menerima pendaftaran pelajar yang mempunyai sijil seperti Ujian Bahasa Inggeris sebagai Bahasa Asing-Ujian Berasaskan Internet (TOEFL iBT) dan Sistem Pengujian Bahasa Inggeris Antarabangsa (IELTS) kerana ujian penilaian kini dapat dilakukan secara maya.

Dalam usaha membantu pelajar antarabangsa memulakan pengajian di negara mereka, EMGS telah memulakan proses aplikasi dalam talian serta inisiatif pengeluaran Surat Kelulusan EMGS untuk urusan pembelajaran dalam talian sejak Mei. Ketua Pegawai Eksekutif EMGS, Encik Mohd Radzlan Jalaludin berkata, “Kesejahteraan pelajar antarabangsa dan kemajuan mereka untuk masa hadapan menjadi keutamaan kami. EMGS telah mengambil langkah proaktif untuk menyokong Kementerian Pengajian Tinggi (KPT) dan mempromosikan pembelajaran dalam talian. ”

EMGS akan memastikan segala usaha yang dilakukan adalah yang terbaik buat golongan pelajar antarabangsa, pendidik dan industri. Oleh itu, EMGS berpendapat bahawa inisiatif proaktif yang diambil untuk mendorong kemasukan pelajar antarabangsa akan memberi kesan positif dan akan membantu institusi pendidikan dalam menyusun semula strategi mereka, sesuai dengan norma baharu. EMGS juga percaya bahawa perhatian seharusnya diberikan kepada pelajar antarabangsa untuk kembali ke Malaysia dan meneruskan pengajian. Dengan strategi yang tepat dan pematuhan SOP yang ketat, ianya dapat membantu kesemua institusi pendidikan tinggi dalam Malaysia untuk terus melangkah ke hadapan.

Sarah Azreen Abdul Samat

Sarah has over 22 years of experience in corporate finance transactions involving equity issuance, mergers and acquisitions, fundraising, corporate restructuring, and corporate valuation, amongst others. She began her career in investment banking with Malaysian International Merchant Bankers Berhad in 2001 after obtaining her professional qualifications from PricewaterhouseCoopers.

Later in her career, she joined other investment banking institutions in Malaysia such as AmInvestment Bank Berhad, Maybank Investment Bank Berhad and RHB Investment Bank Berhad.

Presently, Sarah sits as Non-Independent Non-Executive Director of Reneuco Berhad and Independent Director of Pharmaniaga Berhad. She is currently the Executive Director of 3p Capital Advisers Sdn. Bhd., a company licensed with the Securities Commission Malaysia to provide advisory services to the capital market players.

Tuan Haji Ismail Bin Mohamed

Tuan Haji Ismail Mohamed sits on the Board of Director for Education Malaysia Global Services (EMGS). He obtains his Bachelor Degree in Business Administration from Universiti Kebangsaan Malaysia (UKM).

Prior to sitting on the EMGS Board, he was also appointed to be the Board of Director to KEJORA from 2013 to 2018, and several companies such as Permodalan Darul Takzim Sdn Bhd, Perbadanan Usahawan Johor Sdn Bhd, PIJ Holding and Ranhil SAJ Sdn Bhd. Tuan Haji Ismail Mohamed also co-founded Pertama.

He started his career by setting up a company and being the founder of JYBB Enterprise. His career came to prominence when he became the co-founder and the Chief Executive Officer of Pertama Polyerethane Technology (M) Sdn Bhd and subsequently became the Special Officer to the Minister of Education in 2013.

Ismail Mohamed is acknowledged for his expertise in Agriculture and Agro-based industry, landing him being appointed as the Chairman of the Agriculture and Agro-based Industry Committee of the Johor State, the Chairman of Agro KEJORA and the Chairman of the Johor State Agriculture, Agro-based industry, Entrepreneurial Development and Cooperatives Committee.
