UPDATE ON THE STANDARD OPERATING PROCEDURES DURING AND AFTER COVID-19 PANDEMIC MOVEMENT CONTROL ORDER
1. PURPOSE:
1.1 The purpose of this bulletin is to provide updates regarding the Standard Operating Procedures (SOP) for Existing International Students entering Malaysia.
1.2 In the bulletin sent on 30th July 2020, EMGS have attached the guidelines for the entry and quarantine process for Person Under Surveillance (PUS) arriving from abroad.
1.3 The guidelines from the National Disaster Management Agency (NADMA) previously stated that the maximum quarantine cost for Non-Citizens (including International Students) will be RM150 per day per person, for a period specified by the Ministry of Health Malaysia. The cost stated in the guidelines did not include the fixed fee for operating the quarantine stations which was being subsidised by the Malaysian Government.
1.4 The Malaysian Government has now decided that Non-Citizens (including International Students) will be required to pay the full cost without any subsidies. (Ref: JPM.APBN.600 2/6/4 Jld.3() issued by NADMA)
2. IMPLEMENTATION:
2.1 Effective 24th September 2020, all International Students will be required to pay the full cost for quarantine that costs RM 4,700.
2.2 The cost breakdown includes:

2.3 The collection of the full quarantine cost will be done by the Ministry of Health Malaysia at all the entry points. The International Students will be issued a receipt which is needed for the check-in process at designated quarantine stations.
2.4 There are no changes to the other conditions and all existing International Students must also ensure that they comply with the other relevant procedures before travelling to Malaysia.
